Mecklenburg County is committed to conducting elections that are secure, accurate, transparent, and easy for voters to use. To further that commitment, the County implemented the Clear Ballot ClearCast voting system for all precincts beginning with the April 21, 2026, Special Election.
The ClearCast is a modern optical scan voting system that combines the security of a voter-marked paper ballot with advanced ballot scanning technology. When you vote, you will receive a paper ballot and mark your selections by completely filling in the oval next to your chosen candidates or ballot measures. Once your ballot is complete, you simply insert it into the ClearCast scanner, which securely records your vote while preserving your original paper ballot.
One of the greatest strengths of the ClearCast system is that it provides a voter-verifiable paper trail. Every ballot cast remains available for recounts, audits, and election verification, helping to ensure the accuracy and integrity of every election.
The ClearCast system also incorporates multiple layers of security. Ballots are authenticated before they are accepted, helping to ensure that only official ballots are counted. The system alerts voters to potential ballot issues, such as overvotes, giving voters the opportunity to correct mistakes before casting their ballot. In addition, the voting system is not connected to the internet while votes are being cast, reducing the risk of unauthorized access. Election results are stored securely and can be verified against the original paper ballots through post-election audits.
